Command of NAS Whidbey NIOC changes

Cmdr. William A. Dodge assumed command of Navy Information Operations Command Whidbey Island from
Cmdr. Douglas A. Powers in a ceremony at NAS Whidbey Island Jun. 11.
Guest speaker for the event was Vice Adm. H. Denby Starling II, commander Naval Network Warfare Command
based in Little Creek, Va.
Powers, who will next report to the Industrial College of the Armed Forces in Ft. McNair, Va., is considered a
transformational leader and warrior. He oversaw groundbreaking changes that improved aircrew pre-deployment
readiness and built the Navy’s only Special Intelligence Maritime Avionics Simulation Trainer (SI MAST) that prepares
EP-3 aircrew for combat deployments. 
Dodge hails from Crofton, Md., graduating from the United States Naval Academy in nearby Annapolis. He earned his
wings as a Naval Flight Officer in Pensacola, Fla.
Dodge’s unique career spans three different aircraft. He has served as an A-6E Bombardier / Navigator with VA-128,
VA-145, and VA-5, as a EP-3 Special Evaluator with both VQ-1 and VQ-2, and as an EA-6B Electronic Countermeasures
Officer (ECMO) with VAQ-129 and VAQ-138.
He last worked on the staff of the Chief of Naval Operations, Information Operations Directorate, in Washington, D.C., as
Electronic Warfare Officer, coordinating the identification, collection and assessments of Electronic Warfare requirements. 
As NIOC WI commander, Dodge is responsible for about 90 personnel who provide full-spectrum Electronic Attack planning
and execution, operations analysis and direct support augmentation to tactical and operational Naval air and surface forces
engaged in Information Operations worldwide.
